The California 教育 Code 和 Title 5 Regulations specify, in most cases, that applicants for a credential, certificate, or permit to serve in the public schools of California must verify basic skills proficiency before the credential, certificate, 否则将获发许可证. 对于证书候选人，基本技能要求 must be met prior to being admitted to a credential program or serving as an intern.

The 清关证书 is a document issued by the Commission to an individual who has completed the Commission's fingerprint character 和 identification process 和 whose moral 和 professional fitness has been shown to meet the st和ards as established 由法律规定. 在2005年2月28日或之后发出的清关证明书的有效期为 五年.

紧急许可证续期
